A: The cracks in your cement foundation and the subsequent puckering in your floor indicate quite a serious problem. Because your foundation supports your entire house and cracks allow water to penetrate, many other problems may have been created.
You should get this taken care of as soon as possible because waiting will only increase the possibility of it getting worse.
You will need the services of a structural engineer to assess the situation, recommend a scope of work and submit his calculations to apply for a permit to repair the foundation.
Although it is up to you to decide whether to hire the structural engineer or general contractor first, it may be easier to hire the contractor first because he will be doing most of the work for you and probably already knows an engineer with whom he can work.
